I have seen the same issue as Michael, speed table set to all zeros. And
as he says, a decoder reset fixes it. If your DCC system allows it, you
could also just try running in 128 speed steps. If it is the speed table
issue, it should run fine in 128 speed steps.

On the SD70ACe (I think this holds true for the Y-3 as well), in DCC
mode, the decoder logic always uses the 28 speed step table when it is
controlled in either 14 or 28 speed step mode. Use of the speed table
in 14/28 speed step mode is always the case. BTW the decoder logic is
pretty smart -- even if it is being controlled in 14 speed step mode,
it still applies the speed step table -- which removes some complexity
seen with other decoders where the actual user needs to worry about
have the decoder and the cab in sync as to the 14 or 28 speed step mode.
In 128 speed step mode, the decoder logic does not/will not use the 28
speed step table. It always uses direct drive of the motor.
We have seen a couple of cases where the the speed step table gets
wiped -- all entries set to zero, which of course means if you are
controlling the loco in 14/28 speed step mode, the loco does not move
at all. You can actually check to see if this is what happened by
reading the CV values in the speed step table range -- most likely
they will all be zero. (Be aware that Lionel has documented that many
DCC systems will need a programming track booster to be able to
reliably read CV values. See the SD70ACe Owner's Manual page 4 for
Lionel's note on this.)
So fixing the speed step table can be handled one of two ways (based
on my experience):
1) do a factory reset of the decoder (write any value to CV8 and give
the decoder a minute or so to complete the full the reset) -- this
will reload the speed table to the factory default vales, along with
the other CVs
2) load you own speed table -- this approach is desirable if you have
made lots of CV changes and don't want to do a factory reset
I've used both approaches successfully.

I'm seriously not getting something in DCC mode. I put the monster on
the tracks, get the sound going, the lighting and sound functions
