If you like the size of S, but want a steam locomotive railroad, On30 would be 
a good choice.  This is especially true if you need to keep the cost down.  If 
I were starting today, I would probably go this route.  Fortunately, over the 
last 20 years I have managed to acquire more than enough S scale rolling stock 
for a basement empire.  Much of it was acquired at great discount as different 
manufacturers and dealers went out of the S scale business. And while I don't 
have all the steam locomotives I want, I do have enough to be content.

BTW if you're not too fussy and want some old time rolling stock then buy some 
of Bachmann's On30 and replace the trucks.
