In 1:64 scale, the answer is no, as to be prototypical, you take the real thing 
and (as far as possible, of course!) divide the measurements by 64. This 
produces a wheel 0.087" wide, but calling it "code 87" is a model-ism.

In the UK that was certainly the case, but decreasingly so over time. We still 
have a lot of four-wheel freight cars over here, and indeed (believe it or not) 
some "rail bus" units composed of long wheelbase 4-wheel cars. Not a pleasant 
ride, but it has led to a lot of research into wheel profiles, not just the 
width but also the coning.
