I suspected the EMD lineage at least to the photo. The photo number was printed. My Baldwin builders photos have numbers handwritten.
The rest was a mystery. I know that some Alco RS3 and Baldwin Sharks got sent to EMD for gutting and refitting with EMD power components. Thanks for explanation Jim.
