I can say this only theoretically, as I am waiting until after I get relocated to start one of Bill Wade's Ma&Pa 2-8-0 kits, but from a preliminary read of the instruction sheets, a quartering jig is included, so if you are close to someone who owns a kit, you could borrow one from him. A lot cheaper than buying the NWSL tool. The manufacturer in NZ may even be the source for BTS kits.

There's a more economical solution then what you suggest plus you get the scale 110 48" drivers that are proper for the dockside. I bought drivers, axles, and bearing blocks ( that happen to fit into the 040 frame perfectly from a company in New Zealand for about $10 plus shipping. All that remains is to fabricate a motor mount for a can motor and buy a NWSL gearbox to get the job done. I got this solution from one of Bill Lanes Buddies, but since I am so old now I can't remember his name!!!! My biggest problem will be to find someone to quarter the drivers for me.
