Yeah, I had to release an intermediate version to address an important
security issue. So this should read "one of the next" rather than "the
next".

Did you create the file system with S3QL pre-2.10? Then yes, I recommend
it.

Yes, it will download all the data. You can also try to upgrade to the
next version as-is, but if (for some reason) any data is not available
on the backend, you'll be stuck in-between versions, which is hard to
fix. Running s3ql_verify first avoids this problem.
