The fs-passphrase is only used by mount.s3ql and fsck.s3ql, and it should be set to whatever you choose when you run mkfs.s3ql. For backend-login and backend-password you really need to ask the Riak-CS people. When using Amazon S3, the backend login and password are the AWS access key id and AWS secret access key (cf. http://www.rath.org/s3ql-docs/backends.html#amazon-s3).
