Well, for once it would be a gigantic waste of resources.
If you need to access an S3QL file system on windows, my suggestion
would be to write an explorer-like frontend for the API exposed by s3ql.
Since S3QL is written in Python, most of it should run under Windows
without any changes. You just need to replace the layer that
communicates with FUSE with a layer that presents some interface to the
user.
I believe that's a lot faster and more efficient than reimplementing the
format from scatrch or running in a VM.
