I should note that 2.21 built, tested, installed and ran fine, but it can't upgrade the old file system - I searched for the error and that's how I found the thread recommending to update one minor version at a time.
1.17.1 seems to build and test fine... I'm going to attempt to just skip the 2.16 version in the meantime...
