Thanks, I decided that made the most sense. Even with a Ubuntu 14.04 image however it took a couple hours of troubleshooting to get it working. The default version was 1.16 and I kept getting an "ObjectNot Encrypted Error" or "EOFError" depending on whether I entered my passphrase or not. Finally figured out that this is because my S3QL file system was newer than the version installed on Ubunut 14.04 (in the past I had used the S3QL apt repository which is no longer supported, so I had had a newer version of S3QL installed). I really, really wish that S3QL could have told me what version of FS I had so that I could use the appropriate software version.
After going through my expected dependency hell and various installation errors that others have experienced <https://s3ql.narkive.com/nzLTaFAV/can-t-build-s3ql-version-2-8-1>, I finally found an old .deb of 2.7 and fortunately that worked after running fsck. Got my old data retrieved and all is well. My wish list for the future is that S3QL reports the file system used so that the proper software version can be used or ideally that S3QL supports downloading data from old file systems. Thank you immensely for your otherwise great software.
