It's still a draft. Let's discuss anything that seems unreasonable.
It was not until I finished this draft that I noticed Kishore and Matthieu had 
already discussed a related issue in S4-110. But there is still something 
different: my design focuses on the PE level repartitioning, and the placement 
policy requires load feedback.
Looking forward to your comments, guys.
@Kishore, @Matthieu, how is that prototype implementation going? Maybe I can
