I may be flogging a dead horse here, cdes. I realize that in my prolonged absence the issue of the intended reduction of scholarships may have been discussed exhaustively. I'll add my voice just in case, though. My take is that, like free primary education, tertiary scholarships cannot be stopped without social upheaval of untold proportions even in Swaziland [www.s1kamd.wordpress.com]. Check it out!
