#451: Add Tool-tips for every element at the window

Add Tool-tips for every element at the window. Every Tool-tip have to
contain:
- Short description of element's functionality.
- Check-box that will disable current Tool-tip.
- Reference to the html help(it is already exist, but need to be
upgraded) with description of this element(something like "Learn more").
- Also there must be a menu item that disable all Tool-tips.
