AS, what do you mean under "technical description"? Are there some
guidelines or requirements on wiki? This bug is quite general to be fixed
(I mean with such kind of task description it will be never fixed).

First of all, it should be clear:
1. "what to do" - requirements / quidelines / description required. For
example, technichal description should include 1st, 2nd, 3d and etc.
2. "who is reponsible for" - necessary define modules to be docimented
and persons responsible for this modules. After that, we can create one
small (fixable) ticket per one responsible person.
Please, do it. (description + small tickets)
