For the torrent I can do nothing except asking everybody to help sharing the files. Actually even if it slow, downloading by torrent also help seeding the files so keep a torrent client always on!
For wuala I don't understand, the java client enables resumes as it works as a p2p app, it downloads chunks of data in cache... maybe you should check your configuration, in "Tools"-"options"-"local cache" the value should be big enough to enable downloading the whole ISO in cache.
