I'm not sure working around upstream's decision is the best way forward
here (and apparently upstream never really got the shaping right
anyway), however this is definitely something that should be fixed.

Bug description:
Binary package hint: wine

In the current version of wine, the arabic characters in a windows application 
would appear unjoined. The reason is that wine removed ICU support from wine, 
according to this upstream bug report 
(http://bugs.winehq.org/show_bug.cgi?id=7150): 

"ICU was removed because it introduced ABI dependencies into Wine that were
unreasonable for general consumption (plus it bloated parts of wine by as much
as, if not over, 1000%). As such, any patch that is based on ICU is unlikely to
go into the main code."

Anyways, I applied this patch to wine_1.0.1-0ubuntu6, and I don't see any 
significant size increase in wine. I don't know though about the ABI issue.

I have attached the debdiff with this bug report, I hope it would be considered 
and included in Ubuntu.
