There used to be such a project in Iran (http://osp.ir) but seems that it doesn't exist anymore. Anyways, setting up such a project (from the software side) isn't hard insh'Allah, since there are projects such as Launchpad (which is now opensource) or FusionForge (http://fusionforge.org) The problem I see is that such a project will need an internet connection of acceptable reliability[1] & quite a good bandwidth.
