It strange. After following steps all work fine for me:
1. extract binary distribution somewhere (suppose c:\foo\Sablot-0.44)
2. set PATH=c:\foo\Sablot-0.44\bin;%PATH%
3. extract XML-Sablotron-0.44
4. perl Makefile.PL -d c:\foo\Sablot-0.44
5. nmake
6. nmake test
Please, try exactly the same thing.
Check presence of another copies of xmlparse.lib on your system and LIB
environment variable.
