You don't have to implement all of TR10, i don't think.
The XSLT spec only says:
NOTE: It is recommended that implementers consult [UNICODE TR10] for
information on internationalized sorting.
and the reference is non-normative.
I think the key phrase in the XSLT spec is "sorted lexicographically in
the culturally correct manner for the language"
Perhaps 'lang' support could be introduced one language at a time?
