You're right, the non-test version of expat doesn't read the external
DTD subset. (A conforming parser is not required to, I think.) 

What's this new shared-library expat release by Clark Cooper on
SourceForge based on - test or non-test? I guess that Sablot will
eventually use this new version, so I hope it has the features of the
test one.
