I had a similar problem with the encoding set (iso-8859-8)
I found the following done the trick .
XML FILE :
<?xml version="1.0" encoding="iso-8859-8"?>
XSL FILE:
<?xml version="1.0" encoding="iso-8859-8"?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
version="1.0">
<xsl:output method="html" encoding="iso-8859-8"/>
I also added a META TAG
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-8"/>
This might be useful , give it a bash
