It was introduced to allow the interact sliders to work on mobile devices.
IIRC, the jqueryui sliders used in interacts *still* don't respond to touch
events, so don't work on mobile devices. There may be other controls that
don't work with touch events as well. Jquery UI Touch Punch converts touch
events to mouse events (IIRC), so that sliders work with mobile devices.

We have the same problem with ipywidgets - our sliders also don't react to
touch events. We've thought about moving to something like nouislider or a
react-based slider (see
https://github.com/jupyter-widgets/ipywidgets/issues/630).
