Maybe, in a terminal: sage -sh pip install pandas
You should always ask questions through the support system, since asking on the public list doesn't allow you to provide context, which massively increases the difficulty of answering your question. E.g., in this case, I think you are actually trying to install pandas into a custom install of Sage in your project...
