Yep, that is the case. There no technical reasons to exclude  "Vista
Home Premium", but Microsoft requires

Host operating system: Windows Vista Business, Windows Vista
Enterprise, Windows Vista Ultimate, Windows Server 2003 Standard
Edition, Windows Server 2003 Standard x64 Edition, Windows XP
Professional, or Windows XP Tablet PC Edition

to run Microsoft Virtual PC 2007. "Vista Home Premium" sounds like an
oxymoron to me, but that is another story.
