Fiddling with this ask.sagemath question <https://ask.sagemath.org/question/51862/assume-expression-to-be-noninteger/>, I was led to create Trac#29833 <https://trac.sagemath.org/ticket/29833#ticket> ; further review of possibly related tickets showed that the old Trac#14764 <https://trac.sagemath.org/ticket/14764>, seems to have been serendipitously fixed during the recent Sage history.
