This looks like a failure by numpy to recognise openblas/cblas/lapack provided by the system. build/pkgs/openblas/distros/arch.txt says that you need to install openblas, lapack, and cblas packages. (our tests might fail to check that all of them are there)
Then it could be that pkg-config setup is broken for some reason. If you fire up ./sage --buildsh then PKG_CONFIG_PATH should point to SAGE_LOCAL/lib/pkgconfig (and no other entries) and pkg-config --modversion openblas pkg-config --modversion cblas pkg-config --modversion lapack should all return meaningful values. (Note that the business with these generated *.pc files in SAGE_LOCAL/lib/pkgconfig is quite fragile - it could be it got broken again by this update...)
