Changing what is installed by default is not part of the modularization 
plan, but defining such "minimal" parts definitely is. 
For example, https://trac.sagemath.org/ticket/32432 works toward a package 
"sagemath-polyhedra", with very few dependencies.

If you want to help with modularization, here's a ticket that's easy to
