I made spkgs awhile back for 4ti2 and glpk in my home directory on sage.math.

There is a GPLv3 licensing issue with newer versions of GLPK.

Yep, I think so.  There was a request for a nice interface to 4ti2 in
one of the talks at Sage Days 10 today.

I use it for Markov bases of toric ideals.  I'd be willing to put some
time/effort into this.
