You have a file -- maybe in the same directory where you start Sage -- that has a non-ascii character in it. Rename that file and the probem will go away. There's also some language environment variable that will fix this, which I vaguely recall being mentioned on one of the sage-devel or sage-support mailing lists in the last few weeks.
