Hi,
On sage.math, I installed sage-4.0.2.alpha3, then installed all
optional spkg's into it. All official optional spkg's do install fine
on sage.math. Also, on sage.math, all reasonable optional commercial
math software is also installed (I even have a legal magma in my home
directory). I then ran sage -t -long --optional on the tree, and
118 doctests fail in 53 different files. So that's at least 53 new
bugs now, just because we haven't been running #optional doctests.
The log is here:

Up until about 1.5 years ago I would regularly do the above, and fix
all problems before releasing new versions of Sage. I haven't done
the above in the last 1.5 years, so things are now a mess.
I will be making tickets for many of these problems, so hopefully we
can start getting this problem under control. Since it is in fact
very easy to install all optional packages and run the test suite, I
will continue doing this before releases. A good "4.1" goal would be
to get this completely under control, i.e., 100% passing, then make it
a release requirement for all future releases.
