I think the warning is irrelevant now that the Sage documentation has
switched over to using Sphinx and ReST. Back in the days when the Sage
documentation was still using LaTeX, building the documentation
required texlive or some TeX/LaTeX distribution and also latex2html.
Such tools were required even for building the HTML version of the
documentation. Since the switch over to Sphinx/ReST, we no longer need
to use a TeX/LaTeX distribution in order to build the HTML version of
the documentation. However, if you want to build the PDF version, you
must have a working TeX/LaTeX installation.
