I realised it resided in $SAGE_ROOT/spkg/base/ but even since it run 
before bzip is installed, it is not in the usual .spkg format either.

Everywhere where I could find prereq-0.3, I added a similar prereq-0.4 
(changing directory names and file names as appropriate) and still I 
could only get the 0.3 to run. One of the 0.3 files has the name of the 
tar file, with a 0.3 inside it, so I changed that too. Still the 0.3 
run. I'll have to take another look at it - whatever the trick is, it's 
so far foxed me!
