The SCons wiki even seems to be trying to say cmake is better: http://www.scons.org/wiki/SconsVsOtherBuildTools ;-) I have no opinion myself, other than the problems you have already outlined; another dev I know has also expressed his dislike of it, but he cannot be trusted in this matter since he is anti-python.
