I see that the Sage Constructions document [1] serves a similar
purpose to my proposal for a new "Sage HOWTOs" section. D. Joyner and
R. Miller has written a coding theory cookbook chapter [2] that hasn't
been updated for about a year now. I provided a patch for that chapter
over a year ago, but not much else has been done with that chapter
since.

Are you referring to the Sage primers from Sage Days 13 [3]? It took
me a while to locate that wiki page. I went through all the past Sage
Days workshops in order to locate that, because I faintly remember
that the wiki page of Sage primers resulted from a Sage Days workshop.
That page is now linked to from the main wiki page [4].

Yes, the Sage primers and Constructions document should be coordinated
in some way. On the Sage primers wiki page [3], I have added a note
about polishing up those primers for inclusion in the Sage
Constructions [1] document.

In retrospect, I think there is no need for a new section called "Sage
HOWTOs" since the Sage Constructions document already serves as a
repository of howtos. But I still would like to get people's comments
about sections in the Sage Constructions document that make use of
optional packages. My preference is to allow sections making use of
optional packages, but those sections must clearly state that optional
packages be installed beforehand.
