Hi folks, I have created a wiki page [1] with tips on non-ASCII characters in source files. In doing so, I re-organized the Sage wiki to put most links relating to Sage development into a separate development page [2]. The development page is linked from the main Sage wiki page [3]. I didn't want to pollute the main wiki page with any more links, so I re-organized it. People with more tips or work-around relating to non-ASCII characters in source files are encouraged to improve the page on non-ASCII characters.
