I was working a bit on this, but ran into a problem with the notebook not using Unicode internally in the correct way. I think Tim Dumol fixed that, so now if the notebook is using Jinja2, it should be relatively easy to go through and "gettext-ize" all the strings. I started doing this, and you can see the work at [1].
