FWIW, I would be much more willing to do release management on a
release which did not update spkgs. I don't get affected very much as
a user/developer by spkg upgrades, since I always work on supported
platforms, but I'll add myself to this "minority." Maybe waiting for
one release cycle would be long enough to spot major build issues,
too.
