I disagree.  For people who are not used to developing at all, cloning
is a vital tool - just like hg_sage and the like.

That doesn't mean that cloning should build the documentation
automatically!  I think there are even some tickets open to NOT build
doc with an arbitrary build/clone.

Doctesting only changed files is

$ ./sage -tnew

from the home directory for Sage, I think.  But in any case not
everything is built anew after you make a change - only the changed
files, and any files depending on them, I think.
