It is not easy for a new person to review a ticket like this, with 7 attachments and over 100 comments. (OK, so I know that #9343 is worse!)
At least can the people who have been contributing to that ticket add some very clear build/test instructions? As far as I can see the result of this will be to replace the existing pari-2.3.5.p2.spkg by pari-2.3.5.p4.spkg, with no changes to Sage library code. The ticket contains two patches, one which produces a p3 from the p2 and a second which goes from p3 to p4. I think it is ok for people working on spkgs to work with spkg patches, but for testing we need to new spkg in full, since that is what we are expecting the release manager to use in place of the old one. I'll test this is a complete p4 is attached or linked to the ticket.
