Another data point: it builds fine under WinXP.
The problem is specific to Windows 7 (and other newer than XP Windows
releases, like Vista, etc).
On these systems Cygwin has still some glitches related to fork etc...

This needs to be on the trac ticket. There's not a lot of information on it now.
I've posted to the ECL list with a link to that ticket, but I feel the ECL
developer might have a hard time given what is there.
