I'm getting slow, or nonexistent, initial connections at sagenb.org
(from two different locations physically close-by), both last night
and this morning.

I have reports overnight from students that they cannot save their
work (maybe they mean creating an sws?). Not a crisis here, since we
have an on-campus server, but I have had several emails reporting the
problem so I do not think it is an isolated problem. I'm not able to
test "saving" because I cannot connect at the moment.

Connection just failed with:

Proxy Error

The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request GET /.

Thanks,
Rob
