Here's a scenario against the proposed consolidation.  Suppose the
README.txt only refers to online documentation or sections in the Sage
standard documentation about how to install from source.  Once I have
downloaded a source distribution of Sage, I would need to go to the
online documentation about installation from source.  Some people
don't have (the luxury of) online access 24/7, so it's very convenient
to have minimal instructions in the README.txt about building from
source.

What I could also do is first build Sage and the documentation and
then read the relevant part of the documentation about installing from
source.  To do this would require me to first know how to build from
source.  What's in the README.txt right now is minimal instructions on
how to install.  That should allow me to get Sage up and running.
