I think the point is that prospective users of Sage have already learned a natural language. Having something like this, if it works decently well (granted that's a big if, and "well" is vague), provides a transition tool, like a dictionary of phrases from one language to another. I think the key for this working well is to not cause the user too much extra cognitive effort to guess the right "perfectly formed English".
