I had some problems with Python mentioned on the Cygwin port page, but the 
spkg finally finished installing without anything too hackish.
I did not really pay attention to the log at that point.

And indeed, sage -gdb fails  with:
Reading symbols from /home/jp/sage-5.1.rc1/local/bin/python...done.
/home/jp/sage-5.1.rc1/local/bin/sage-gdb-commands:1: Error in sourced
