Yes, but not very informative (it says that the Gap command
MakeThisSmallGroup does not work, and since this Gap command is only
defined by the spkg, the user won't know what it means).

Probably not. I guess there is some script in Sage that tests the
available version of GCC (called when you type "make" in SAGE_ROOT).
