I think this is a bug (the only reasonable answer is to raise a TypeError):
sage: sin(Mod(7,9))
0.656986598718789
I looked at the source, but I couldn't easily find where the conversion
Mod(7,9) -> 7.0 happens. Is GiNaC to blame for this?
