Various conversion "morphisms" (e.g. pAdicConvert_QQ_CR in
sage/rings/padics/CR_template.pxi) raise an error on some input.  I would
argue that this behavior is exactly what SetsWithPartialMaps is meant to
encapsulate, together with the fact that that the map is just a map of sets
on its valid domain).
