That's more or less it. Almost everyone knows this, but for information a nontrivial percentage of the grant is anyways meant to handle administration costs. All the information I was bringing in is that some percentage of that percentage can be used to pay for the grant writer retroactively (but maybe that's well known as well, it's just that the more senior people around me who heard that as well were surprised). I don't know if something is wrong with that. Potentially (as far as I understand) Nicolas' proposal would be a request for at least EUR 2M, so a lot of people on temporary positions can be hired and do interesting research. The total to be distributed is EUR 42M. In my mind it does make some sense for Europe to try to make sure each case is well-presented, not just from a scientific point of view. They want to evaluate other aspects like sustainability of the effort, for instance, or fit in the European industrial landscape. We as mathematicians might have a harder time making our case, even if it is true. Those grant writers know how to frame those answers for specific combinations of calls and applications. I guess it is a skill. Maybe I am just naive. Anyways, if you don't like it, feel free to stay out of it. Paul PS: I have heard even more crazy... Preemptive lobbying before the call is even put out. This means companies, generally in partnerships with more technical universities, pay lobbyists in Brussels to make sure the call matches exactly the coalition they have already formed. Basically they rig the game. I can picture how that system started, from a pressing need of a particular industry, but I can also easily picture how it could be abused...
