I can only speak for eclib. I am currently updating sage's eclib to the 20140805 version at ticket #16852. Then I'll build the new NTL and make sure that eclib still works with it. For the rest of Sage, I imagine that someone will make a new upstream tarball from the NTL distribution and go through a similar process, hoping that all Sage doctests will still pass. It may be necessary to check that the install script which is in SAGE_ROOT/build/pkgs/ntl/spkg-install does not need to be modified.
