Sorry about that. This is http://trac.sagemath.org/ticket/18012 which I 
positively reviewed earlier today.
Basically when we updated jinja we didn’t notice that the dependency 
with sphinx is circular. ninja only depends on sphinx for building its
documentation so we dropped that.
